I think I had this issue as well. Try abandoning the Carrowen bow quest if you have it. That's what I did and it worked

Well you can use a blunt but not in the way you're expecting :p
Go east I think and fight the goblins first (check with the blacksmith if you dont have that mission yet)
you get spells pretty early on. I've yet to find a main or side mission that gives a bow though (crossbow yes) so youre on your own with that
