There's nothing stopping off/off players from rushing down. Just they can't do cheese moves like knee press, ex knee press or sonic boom, ex sonic...
Off/Off players know their characters better because they use more normals and don't spam srk all the time

Cross ups are still valid, and not just against charge characters. I've seen a lot of players better than you fall for cross ups.

autoblock doesn't help against high/low/high mixup, ambiguous crossovers or (tick) throws. Heck, most charge characters can't block crossups,...
