I don't know why not. Certainly Pocket Legends has a mix of iPad and iPhone/iPod players.
I'd expect nothing less from these guys. I love their art/music! Dangit, now I'm gonna have music from Imp or Oaf stuck in my head for a bit... :)
Any iPhone app on the iPad should play fine with iPhones. But that may not be what you are asking - as for iPad native apps playing with iPhones,...
Definately not most, but a few. This has partially been resolved - they have changed the graphics a bit.
I don't know if it's the best game ever, but I liked it enough to buy Trundle Unlimited, and am hoping they will release more worlds... Right...

This doesn't surprise me because iOS4 seems to already be pushing the limit of my 2nd gen iPod Touch. I just hope that we don't get stuck at 4.0...
