The general belief is that a new iPod Touch will be unveiled in Apple's April keynote, which is when they typically announce new iPhones. The iPod Touch will likely just be updated with a camera and firmware updates related to said camera. Perhaps a bit extra juice in the battery as well. But don't expect to see major updates like processor speed, memory capacity, or graphics capabilities until September, during the iPod-dedicated event. I would say wait it out, just to see what happens in April. As for an iPhone 4G... AT&T's contract with Apple is actually soon to retire, so depending on what happens between Apple and other wireless providers (*cough* Verizon *cough*), a 4G iPhone may not be as far-fetched as you may think.
Sprint is flaunting theirs about now, and Verizon's is (supposedly) due to release sometime next year.
