    I need to write an essay about whether government balance the budget or national debt first? anyone have any ideas?

    your problem is the same as the "Which came first the chicken or the egg?" It's gonna be difficult one way or the other. I would probably suggest that the government (i assume your talking about the U.S) should balance the national budget first, and when balancing the budget we can get a clearer perspective on how to balance out the national debt.
