Check out my comparative review in the Generals thread. Sadly, I am still giving the nod to Dominion at the moment, at least for push (remember, Generals offers live games as well). Push is implemented fairly nicely on Generals, but there are no new maps, and 0 gameplay options such as random army starting positions. But its very close because Generals still has a nice look, a smooth interface, the option for live games, and a logical rating system. One thing generals has that Dominion cant match which is very nice is that you can play some portion of a push game in real time if both people are on and want to do that. One weird/huge thing at the moment...Generals push has NO time control at all. No time control is a huge negative. If the Generals team ads new maps, gameplay options, a time control and/or attracts enough people that live games become viable again (and there are 14 online this morning, although all seem to doing push games), than I will probably give the nod to Generals.
