This is one of the best, if not the best PDF manipulation / annotation program out there. Surprisingly, GoodReader is also excellent, and does a TON of other things as well. But for sheer PDF power, iAnnotate is pretty hard to beat. This rarely goes on sale, and generally hovers 7 - 10 dollars, this is the cheapest its ever been since being introduced in April 2010. Numerous updates, and improvements, devs are responsive. Give it a look... App info is currently processing and/or the app is not yet fully available for sale on the US App Store.
