I have a 16 gb ipod touch. I have around 11gb free, but I have 9 full pages of apps. It won't start a new page or let me download any more apps. Is this normal?

Yep, one of the limitations of the iDevices. There's only one way around it, and it's jailbreaking.

It's a 9 page limit :( Jailbreak and you get folders with unlimited amount of app symbols...

Well the easiest way of doing it with Jailbroken devices is having categories, they take up the place of one App, and act as folders, with other apps inside them.

@Deltacows1: As Stykman said, Jailbreaking is not illegal, it's 100% legal, however Apple would like you to think otherwise. Besides more programs on your iDevice, Jailbreaking gives you access to Themes, Games like Doom, and a huge level of customization.
