      I had a program that could do it in vista, now I use a Mac and I'm wondering is there anything out there that can make the windows semi transparent?

      Google is a good place to start looking.
      However, since you are already here, try Afloat.

      That sounds like a good program, really.

      If you're new to Mac, I really recommend getting used to "Expose" and "Spaces". You can set their parameters in the System Preferences panel. They're like the best part of having a Mac. They won't make the windows semi transparent, but they're very useful in the same way.
