Not going to comment much, but if you don't know the common wage for any job you're interested in then you shouldn't be working. Do some research, Google it up.
I think that he thought asking here would be better, since people here would have had experience in PR.
Like me... Normal rates (when you start out as an individual) would be around $15 an hour, or a set rate of around $30 or $40 a month if you don't have enough time.
My friend actually does it as a hobby. Don't ask me why, because PR has always been a huge headache for me whenever I've attempted it.

seriously! Honestly, a good PR person will invest HOURS of time promoting whatever the product is, so 30-40$ a month doesn't sound like a lot of work unless it's someone volunteering their time and they have a lot of it.
Personally I'd be terrified of someone who claims to do PR work and only charges $30-$40 per month. Either they don't know what they're doing and thus don't know what they should charge and what to actually do to promote your product or they are simply trying to capitalize on the naivete of unsuspecting new developers. Just an opinion. Could be totally wrong and $30 PR dude could be the best PR person in history, but it's doubtful. Q
