It should be private for non-registered users. The only reason I say this is because people are always complaining about Lurkers, and while it's not that much of a big deal it is to some people. I'm just throwing it out there, this is not my suggestion it's just something I heard.
I don't see how it would change anything. People would just make dummy accounts and never post. If you put a post count requirement they'd take those dummy accounts and make trash posts in other forums. The only real solution would be t have moderators grant access on an individual basis, and that would be a lot of work and likely cause a fair amount of drama.
Developers can distribute promo codes any way they see fit, whether that's reading them from the window of their car with a bullhorn, PM'ing people directly, or posting them for everyone to use. One developer recently posted 40 promo codes in the comments of a front page story.

Google Images found that one for me. No Photoshop was injured in the posting of that pic! I'll be curious to see if anyone posts what they found on the rhino... As of this post, the code is still valid!

No, but it is something you might find on an actual rhino... PS> Code is still valid. And I guarantee it's not something like Sexy Bikini Fart or similar nonsense...
