That's iOS 3. Apple re-released the same iPod touch, they just changed the name from 2nd gen to 3rd gen. The 8gb iPod Touch is 2nd gen, while 32 and 64 is actually 3rd. Game Center won't be out until the Fall.
As far as I know, it's not officially "live" yet. Now, I installed the iOS 4 GM last Wednesday, so I don't know if the official one downloaded through iTunes is any different, but it's possible that it's "hidden" or just not there until the services goes live. Anyone else have it?

Os 4 should have installed the game center app. If you can't find just do a search. Pretty easy once you launch it.
Yes, this is more common than you might think. Even I made that mistake in the early days. But yes, failing to reboot will bork the driver, and may in extreme cases require a reinstall of iTunes if a reboot doesn't solve the problem.
It came in the GM version of iOS 4 (I have it, and that's where I got it from) so maybe it was removed from the GM before going live on iTunes.
It's so lame I can't put a Home Screen Background on my 3G. I had no idea it didn't support that, I'm so bummed about iOS 4 now.
I don't know if this is in the final version but here is a bug I found in the GM of iOS4 When using Safari (I do all my forum browsing on my iphone) and fast switching out (like tapping on an appstore link) I'll sometimes get a white box covering safari when I return. An example. I'm checking the new releases, see an interesting game and tap on it. and the OS fast switches me to the Appstore app. When going back to safari (either by fast switching or by closing the appstore and tapping the icon) I'll see the navigation bar on TA but everything below it has a large white box over it. I can still scroll but only that tiny area at the top is visible. This happens on other sites as well but since I spend most of my time on here that's where I see it most. To fix it you have to exit Safari, Open the task bar, close safari (the same as force quitting), and then when you reopen safari the box will be gone. Pretty odd but I hope it's not in the final build
The 3G could handle it, but it would mean 2.4MB of RAM permanently down the drain (well, permanent as long as you have a home screen background). On a device like the 3G that has only 128MB of RAM every bit counts.
It's not in the final build because it's not being released til fall. It's just for developers to mess start working with. You aren't missing out on anything, I promise
This happens and has been happening for some time on 3rd party browsers. Icab is pretty nototrious, but is still my favorite. Meiniesys knows why it happens, but I can't remember what the reason is.
