There's not too many that I love. Actually, here is the only one I do like and I'll pretty much instabuy any game that they release :D

    Square Enix
    Halfbrick
    Kairosoft
    Imangi
    Fishlabs
    Gamevil
    Firemint

...that's pretty much it. If there is any developer I don't like it would certainly be Gameloft. The games by these devs make me not delete their apps on my iPhone because I know I'll always be able to come back to them and enjoy them.

Square Enix and Cave for sure. I'd throw MikaMobile in there just because Battleheart is so ridiculously amazing, but it seems a bit odd to have a favorite dev when I only like 1/3 of their games.

Gott go with Square Enix. - the most ballsy' on the platform, hands down

And Skyvu, too. - the most fan friendly, IMO.

Aside from others everyone else will mention General Arcade should get special notice for the labor of love they put into Doomsday II: Legions of Hell for $0.99. In April they released for free 5 map bundles with over 300 Doom clone levels and are working in new monsters and weapons.

    Edit: These guys love Doom

Popcap is now in the lead for most nominations (Crescent Moon Games was in the lead before). :)

Are we differentiating between developers and publishers?

No. I don't think it really matters if they are devs or publishers IMO.
